I've explained this before: Some users in Australia can't access my web
site because my host was subject to a DOS attack from some Australian IP
space. When my admin contacted those responsible for the netblock from
which the attack came and asked them to do something about it they
basically told him to fsck off. So that block of IP space has been
blocked at the border routers: No email, no HTTP connections - no avenue
through which another DOS attack could conceivably come. Presumably you
are in that IP space.
I'll ask my host if he can unblock this space - as I understand it,
Australia has recently passed some laws (that actually have teeth)
against this sort of thing.
