Hi,

I've gotten good results (sometimes) by making a
selection of the hot
areas, feathering the selection as appropriate, and
using the healing 
brush
@ 100% and then fading it an appropriate amount. 
Katrin Eismann in  
her
book, Photoshop Retouching and Restoring 
(http://www.digitalretouch.org/)
has some other suggestions as well.  I highly
recommend the book, and
Katrin often shows up on the Photoshop forum to help
out and answer
questions.  This is the best Photoshop book I've
purchased for my needs 
and
work style.

Martin Evening's book, Photoshop for Photographers is
also a very good
choice, and his book for v 7.0 can often be found on
eBay for a good 
price.
I bought a copy from someone on the PS list for
$10.00, including the
tutorial CD which included QT movies.  Martin
sometimes shows up on the
Photoshop list as well.

As for your specific problem, I doubt it can be easily
fixed very well, 
but
in all honesty, I didn't fiddle with the pic or try
any adjustments - 
just
gave it a quick eyeball.
