Thanks, Joe.

The place is called Dundas Square, and it's part of a recent
multi-million dollar effort to "revitalize" downtown by putting a
great big ugly concrete useless public space where it wasn't needed. 
It was supposed to be a place where people congregate and socialize; 
well, it is, but sadly, it turns out that the "wrong kind" of people
are congregating, and the socializing seems to often include gun and
knife-play at 3 am.

They no sooner finished the place about two years ago when they
boarded up the only buildings on the square, a washroom and
information booth behind the pixel board (you can see the wall right
next the girl on the right).  It looks like hell, and there are no
signs that it's going to change soon.

About the only activity in the square on weekends is cheesey booths
selling too-expensive bangles, souvenirs and t-shirts, all of which
one can get at 1/2 the price if one walks three blocks west into
Chinatown.

So, yes, it's urban.
