You are correct. I have gone to giving a positive with only an "OK" comment for 
deals which should really be neutral. I don't consider that bad feedback, but it is 
certainly the minimum acceptable.

To me the best is "There were problems, but they were corrected 100% satisfactorily". Because it 
isn't the "No problem" deals you have to worry about when buying, it is the "Will the guy make 
it right?" deals. Anyone can make a mistake, but it takes a real decent person to admit they had and 
make it right. Of course if there are more than a couple of those, they show a pattern of trying to beat the 
buyer.

The old "The customer is always right" is the best business model. That does 
not mean he is alwasy correct. That however does mean he always gets what he wants, or he 
gets his money back. I am glad to hear you obviously subscribe to that model.

Actualy eekBay feedback works but you have to *read* them,
and check the source.
An "OK Sale" is a VERY BAD feedback, a "Better than expected,
prompt shipping, great packing" is a FANTASTIC one!
