That would be Steve Matchett, long-time Formula One
engineer (mostly for the Benetton/Renault team).

By the way he uses the term I assume that it's common
pit-lane parlance among team engineers - presumably
because the engine is generally supplied by a different
company (or, at least, a different branch of the company),
so it's not something the team can play around with much;
it's just this big lump of stuff that needs to be bolted
on to the car.
