Your first phrasing made more sense.  The independant developers are suggesting 
that the manufacturers want to retain their proprietary formats in order to 
maintain control over the development of such.  I have no idea of the truth of 
the statement but it would seem to be a feasible proposition, given the general 
ethos of "management" in the modern world.
