new, i wouldn't want to use any $125 head with much more than a 300/4. 
having the panning base with a separate lock makes it a higher end ball 
head, so for $125US, you will have to go the used route. it should be doable 
and in decent condition. i have a Gitzo 1377M i'm not using much, but it's 
been promised to a friend already. it would meet your requirements, both 
performance and price.
