Ah ha! Well, you've stumbled onto a subtle little trap in English.

If you say 'there are few folks that think...', it means 'there are not many
folks who think...'. 

But, if you say 'there are a few folks who think...' (or 'quite a few'),
then it means 'a significant number of folks think...'.
