Yes of course they do. You don't have to think very hard to see the circular nature of that argument though. London subsidises say, Cheshire, by buying loads of milk. But the Mayor of Chester can say with an equally straight face "without us, Londoners would have nothing on to put on their cornflakes" and he'd be just as right :-) Chris
