an Action is a file with a sequence of Photoshop commands. the commands may
have pauses to allow you to adjust parameter values before continuing or may
instead preserve the values and not let you modify them when they are run.
in that case, you can edit the parameters by editing the Action in
Photoshop. Elements has something called Recipes, which basically are
Actions with a prettier user interface, but i don't think anything that
comes with Elements allows you to create or modify Recipes. they are the
same idea as Actions but aren't compatible. you can manually do the commands
that Rob posted with the same values that he used, but an Action would make
that a single click.
