The networks give priority to the emergency services in a situation like
this. I believe the people who bombed Madrid last year used cell phones to
trigger the bombs, so you have to take that into account. The intelligence
agencies would also be monitoring more heavily than normal. I had no trouble
phoning around to find out about people, and to let people know I was not
affected.
