You mean scalloped edges? Have a look in Adobe Studio Exchange...

and search for frames, or edge effects. Lots of freebies there.
Also, if you want to have scalloped edges for real, you can buy these
nifty scissors at craft stores with strange blades that cut your photo
edge. That's how they used to do it, I believe.
