Rådhus means City Hall. So you are quite right, it is rathouse. 
The house where the rats work ;-)

Just for the record, it is Towns Hall.

In Russian we have a word "Ratusha" which means the same... Wonder if 
this is yet another word we borrowed from the Vikings :-)...
