Team CSC (Basso's team) is using Cervelo bikes, designed and built here in Toronto. I believe that at least one of the designers got his engineering degree at McGill in Montreal. No Canadians in the Tour this year, but Mike Berry from Toronto is on Team Discovery, but wasn't chosen to to be a Tour rider.
