Why I couldn't say ... perhaps it was less expensive circuitry for the flash to have only two modes instead of three, and they were looking to save pennies in production (which accumulate to dollars at retail price).

Yes. Basically, in any circumstance when the lens fitted does not provide the A lens electronic coupling, the DS flash unit switched to full power, non-metered output.
