Personally I would go with the MiniDV camera if you wish to edit the footage
at all. DVD is more limited in that but quicker in being able to view on
your computer or TV. Both are far better than what you had.  Hard to go
wrong with a Sony or Canon. Models will depend so much on what you actually
want or need. Panasonic makes a great camera but it is in the 3 or 4 grand
range and there are many models in the 400 dollar range that are more than
adequate for what you want. Just do not worry about the amount of digital
zoom as you will not want to use it anyways. Lots of optical zoom on most
cameras.

I need a camcorder. My old Sharp VHS camera doesn't work any more, and
I'm going to have to get some footage of grandchildren. I see there are
DVD cameras and mini DV cameras. Are these state of the art. Which is
