I've rarely been in so much of a hurry that I want to blow dry a bunch of negatives. It doesn't matter how good your filter is, you are gonna suck dust into the box with a vacuum cleaner. If you want moving air, it needs to be gentle.

If I was gonna build a dryer like that, I'd put a light bulb in a juice can on the bottom of the dryer and let convection move the air. If I wanted fresh air, I'd put an air filtered intake below the juice can and a vent above the film hanger.
