25. Wow. It seems they're asking the farmers to quite a hit before destroying an animal that's obviously become comfortable near civilization. I believe in most places in the US an animal can be destroyed immediately if it is caught damaging property. i.e. If a farmer happens upon a wolf eating one of his sheep, he can shoot it on sight regardless of the wolf's protected status.
Your legislators are more interested in protecting your farmer's business interests than anything else. We run into this problem regularly with Americans.
