Sheesh, Boris - Just framing the two women with a vertical shot removes all the context of the photo, plus, from Frank's vantage point there'd be way too much "dead space" above or below (or both) in the frame. While this particular shot doesn't do much for me - I feel Frank missed some dynamic in the scene and that this may not have been the "peak" moment, what he's provided is far superior to what you've suggested.
