I guess what is meant by "offensive behaviour" is probably "sexual
behaviour".
In privacy this is hardly actually offensive.
It only becomes offensive when published.

I think 'draconian' is the word you are after...
I like the wording of this though..

If I was to snap somebody in public and they took me to task about this it
would seem they would themselves be admitting to "offensive behaviour" which
is in itself an offence in .au
