The 1628 Petition of Right by the people campaigning for legal reform was
one of the things that led to the Civil War, and which Cromwell at least
initially supported, I think. The Petition of Rights led to the Bill of
Rights, which established the supremacy of parliament, made us a
constitutional rather than an absolute monarchy, and was one of the main
documents that led to the American constitution. 

I'd say he won.
