This looks like veiling flare, a symptom of the Aspheric lens element in
the lens separating. When it starts out it shows up primarily in bright
light. Eventually you will see it in every photo made with that lens.

I tried to shoot some samples tonight (Tokina AF 19-35 vs Pentax FA
28-70), but could not reproduce the issue... I have to say that I
initially noticed the softness in full day shots, and since then I
could only get close from my gear at night, so I might not be in the
right conditions.

is a crop from the unmodified image. EXIF data is accurate.
As far as I can tell, it does not look like digital blooming, because
it caused the whole image to become hazy, not just highlight edges.
However I'm not an expert in this subject.
