Depends on what kind of nicads you want to discharge.  If they are one of 
the standard sizes
say AA C or D cells just put them in the appropriate flash light and leave 
it on.  You could take
one of special purpose nicad packs for a flash unit and bridge the positive 
and negative poles with
a bit of wire and something to supply the appropriate resistance.
