I suspect nothing came of that. When there's a change of minister a lot of
ideas are quietly dropped. That idea about food and lodging is typical
though of this particular government. They will casually float an idea so
outrageous that people are instantly up in arms about it and the newspapers
are in a froth. They will then tone it down somewhat, but to a level that is
itself completely unacceptable. They hope by doing this that enough people
are sufficiently dumb not to notice, but to feel relieved and to feel as
though they've scored a result. The govt. then presents themselves as
'listening to the voice of the people', and gets on with doing what they
wanted to do in the first place.
