Short, there is XNView PocketPC edition, which is smaller version of
the popular (and in some things much better than IrfanView) freeware
image browser/viewer.

It seems like the best low-cost solution.

If you are looking for a high-cost solution (costing more than the
actual hardware!), there is PocketPhojo, but it's mostly targeted at
photojournalists wiring files from the field to agencies. From what I
heard, it's excellent, but a little pricey for normal use :(

I really recommend reading the huge html page in full. It lists all
the features, actual viewing quality (remember, all PocketPCs so far
have only high-colour not true-colour displays, so quality of
dithering depends on the software), speed (there are huge magnitude
differences!), and even if the software can actually _load_ the 6MP or
8MP or 16MP file _without_ crashing after displaying a hourglass icon
for ten minutes...

The XNView comes pretty good out of it, with several others as viable
options, but with most software bundled by the manufacturer coming out
at the tail, slow and crashing.
