The problem as I see it, ~for me~, at this point,
is that there are too many steps for metering - "green button",
setting
exposure lock, recomposing - I really need to practice more with
the camera.
On the istD, I don't need to set the exposure lock, I just meter,
compose and shoot.
Did they do something different on the DS?

When you're working in Manual exposure mode, the AE-Lock press forces
an exposure reading based on what's in the meter's view at that
moment. There is no AE-Lock function, the settings just stay where
they are.
With all AF and A lenses, set to the A position on the aperture ring,
the only thing that changes as the meter's field of view changes in
Manual exposure is the EV readout in the bottom right corner: telling
you how far from the meter's last set exposure the current view is.
With older K/M lenses, nothing changes unless you want to see changes
by using the DoF Preview control, then you get the EV readout.
In P, Tv, and Av modes, yes, the aperture/shutter settings will jump
around based on what the camera's pointed at because the actual
exposure value is not set until the time of exposure. The AE-Lock
button will fix a setting, illuminate the '*' symbol, and allow
shifting the setting manually by rolling the thumbwheel to use other
aperture/speed tuples ... but nothing jumps around.
