I expect you are pretty much correct in your assessment.
Would you use the same developer for both developer baths?
I'm thinking a regular B&W developer for the first bath, then C-41 for the second, since it is better buffered, and is designed to work as a development to completion developer, which is what you want it to do anyway. It would be a fun experiment, if I ever have a darkroom again, I'll tell the list and you should remind me of this conversation. The Kodak kit I used was for T-Max 100 film, I think the Ilford roll that immolated was a Delta 100.
