They can (or, rather, could be - I haven't tried) but they would not last long if you did. They are both electrical switches and saliva/condensation would make short work of them. There is a DIY version here > http://www.kajko.wdb.pl/wezyk/e_wezyk.html and I think there is one from a French lister somewhere, also. You might be able to adapt that for a waterproof version.
