US Postal service clerks will require a customs declaration when they take 
the package for shipment.  I don't know about other shippers.  I would think 
Canadian Customs rejected it for importation.  

Sounds like her problem to me.  You didn't talk her into shipping 
internationally did you?  All she had to say was 'used 35 mm camera winder, 
value of XXX'.
