well, i think you're both right.  most cops are honest.  a small
percentage who no doubt believe that they are doing the right thing
can be crooked.  they are frustrated with what they see as a "soft"
system that acquits the guilty and hands out short sentences.  they
believe that the ends justify the means.

they are, of course, wrong.

problem is that even if it's only 5% of cops who do those things that
you describe, that's a lot of power being abused, and a lot of lives
being ruined.
