Government should not exclude anyone.
It has to. There are people in this country that don't believe there should BE a government. Do you suggest the majority (who see its usefulness) do without a government in order to accommodate their point of view? Then there is the fact that you can't get a hundred percent of the people in the nation to agree on any given issue. Well, if government is to function at all, someone's agenda will have to be followed and someone else's agenda excluded. So, is it better to offend the majority of the people or a tiny minority? Either way, somebody will be excluded. The tiny minority needs to be protected against being actually harmed by members of the majority -- that's the civilized outlook -- but it's just not possible to *never* offend anybody.
