Ideally, it would have been between dusk and dawn of the night of October 31st, which is Halloween. However, many towns will probably observe the traditional Halloween event of "trick or treating" (kids dressed in costume and asking for candy) on either Saturday or Sunday night. (Governments so very much like restricting holiday activities to the weekends.)

This year, Halloween falls on a Monday. Many towns will probably have their official observation of the holiday on either the Saturday or Sunday before the actual date of Halloween. If your town does this, and you want to take your photos on that night, it's fine with me. If you want to be more traditional and wait till the night of October 31st, that's fine as well. If you happen to attend a Halloween party this year, and want to take some pictures at the event, it doesn't matter which night it takes place on -- as long as it has a Halloween theme.

If you live in a country that doesn't traditionally observe Halloween, I would suggest trying for the night of October 31st. Just shoot something that shows something interesting happening in your part of the world, while the rest observes Halloween. Show us what it's like where you live at that time.

Sorry for the long answer, but the habit that local towns have of changing the holiday schedule makes a single brief answer impossible. ;)
