People drink in a lot of places besides bars, Bob. During the holidays especially there are back yard BBQ's, parties at people's homes, drinking at restaurants, in California at least a lot of drinking goes on at camp grounds and recreational areas, people buy booze in liquor stores and drink in their car while driving ...
There are a ~lot~ of bars around - there's just not the manpower to station cops at the exits to bar parking lots. Anyway, most bars around here don't have parking lots. Cars are parked on the street.
