Giving fast, decent quality and inexpensive turnaround 120 enlargements was a non starter for the industry. When I was working for a pro lab, we had a crop card system that allowed us to give machine print turnaround and pricing with enough cropping choice to be acceptable to most of the photographers we used.
This was in the early 90s.
Before crop cards became available, I think 120 was either full frame machine or custom enlarged, and not fast turnaround unless you were in a fairly major business center. I think the 2 dollar price point would not entice many lab operators to jump on the wagon.
