Why?

Exposure settings at capture would have the same effect on this image as it 
does with any other image & it should be possible to record the strike such 
that it would be less over exposed. Of course this would be done @ the expense 
of the exposure of foreground elements.

???  It's a lightning flash - millions of volts producing ionisation of the 
air.  If it was not "blown out" it would be invisible.  Wouldn't it?
