We went through this discussion, the Mann Act, which criminalize "the
transportation of women across state lines for immoral purposes". It
was originally aimed at organized crime, (white slavery rings, which may
or may not have been a real problem). However it was soon came to be a
general prohibition. You have to be a mind reader to be able to
prosecute anyone under that statute. It's been done successfully many
times however...

I mean a true pervet might not need pics of nude kids, just kids. But other
people take pics of kids for other reasons. All kinds of reasons.
I doubt this law will hold up over the long run. Another poorly conceived law
by misguided, and maybe non-lawyer, legislators. Not that that is anything
new.
