Why don't they just take a photo?
Maybe they are at least being consistent in their paranoia.
For myself, if someone told me I couldn't take a picture in a public place,
and then they took a picture of me in that same public place, I would treat
the picture taker as someone committing an assualt on me, and would defend
myself accordingly.
