I have seen this odd behavior also on the istD with the internal flash
in P-TTL mode.

If you have an older external TTL flash this could also be funny: Take
3 pictures in full auto mode with ISO 200, 400 and 800. 200 is
underexposed, 800 ISO overexposed! A TTL flash should expose the same
scene with different ISO settings exactly identical but it doesn't (my
istD doesn't).

I searched the forums on dpreview, Nikon users also have flash
exposure problems.
