Nobody should call the police if you are not committing a crime. The police
should not come if you are not committing a crime. Taking pictures of
chipmunks is not a crime. Taking pictures on school property is not a
crime. Taking pictures of chipmunks on school property is not a crime.
Even taking pictures of children on school property is not a crime.
At least not that I've heard. If it is they had better start putting up
some pretty BIG SIGNS letting everyone know.
I agree if a person was obviously lurking around, acting in a covert manner,
there may be a reason for concern. Maybe the fact the he was sitting in the
car taking pictures was enough. Other than that...
Actually the whole situation is a little weird...
1) I can't imagine taking any decent pictures of chimpmunks from a sitting
position in a vehicle, but to each his own.
2) Do chipmunks really live in Toronto, or were they squirrels? I have
never seen chipmunks in a large city before. American chipmunks tend to
live in more rural isolated areas, small towns maybe.
3) Why if the school was SO concerned for the safety of the children would
they send for the police, and then come and tell the person they had
reported them? Wouldn't you want the police to arrive and deal with them
before they left?
4) "On their way to arrest him"? How can a "lady from the school" KNOW what
the police will do when they arrive?
5) My experience with most public officials is they have no idea what the
LAW is and make it up at will.

If he was shooting within school grounds, the school would rightly be
perturbed. In this day and age, information is everything. If the school
had knowledge that someone wanted to photograph chipmunks, and was
asking if it was okay, they would have been much more 'user friendly'.
