If he was shooting within school grounds, the school would rightly be
perturbed. In this day and age, information is everything. If the school
had knowledge that someone wanted to photograph chipmunks, and was
asking if it was okay, they would have been much more 'user friendly'.

They can be as perturbed as they like, but in this country, schools are public property, funded via direct taxation on property owners, whether they have kids in the system or not. As an example, I have paid about $400.00/year over the past 25 years as a home owner to support the public school system, yet I have had no children of my own taking advantage of it.
This is not someting I was given any choice about.
It's not much, but it makes me an "owner".
