Well there was such a law in effect during WWII. Except for war
emergency powers, and taxation, the federal government here can not pass
laws nationwide. The have to use a threat of cutting off federal funding
to extort the states to pass state laws like they did with daylight
savings time. Even then the best they could get Indiana to do was make
it optional.

Yes, it's a stupid law but the police could have arrested the
photographers instead of just making them delete the images.
