I have used the Fuji slide mailers and have had no problems with them.
 It can take two or three weeks to get them back, though.  Fuji uses
cardboard mounts and there is always some dust on the slides, but it's
easy enough to clean off with a lens brush.  They are certainly a
bargain.

Lately, I have been using a local lab for slides.  The product is very
nice, plastic mounts, and they have a two hour turn-around.  Sets me
back $8 for 36 exposures.  So your $9 lab doesn't sound too bad.  At
least one list member uses http://theslideprinter.com/ for slides.  I
hear good things about them.

Are those print prices for B&W or C41 process film?  If it's B&W then
it really doesn't sound too bad, but it's too much for C41, IMHO. 
I've actually had decent luck with clarkcolor.com for color prints. 
Their prices are very low and the quality is comparable with your
better one-hour mini-labs.  I send my negs to their Baltimore
facility.  I have no knowledge of the quality from their other labs. 
I wouldn't recommend them for professional work, though.
