The fence is white which would make it easy to use the Select Color Range command. This way the fence can be copied into its own layer where it can be preserved. The white stuff in the background can be eliminated by drawing a rough selection border around the fence before you use the Select Color Range command - it only operates within the selection you made beforehand.

The whole lower half of the picture can be copied straight over, which leaves the horse & rider which will be reasonably time- consuming but not necessarily difficult. The magic wand tool should pick up most of it and the rest can be done manually - use the Lasso tool to copy everything within a rough outline then add/erase by either cloning into, or erasing from, the destination layer. A small soft-edged brush is recommended, and a graphics tablet really helps if you have one.

I think it'd easily take a couple of hours to do though, depending on the filesize.

Once the foreground and background are in separate layers you can play to your heart's content, or substitute a new background as I suggested earlier (I wouldn't bother cloning out the trucks as there's too little "original").
