This is a technical service call. What has happened is the scanner lens
is slightly off axis, and you are seeing a chromatic aberration.
Are you using black and white film or monochromatic film?

I will suggest it to them; they have worked with the Noritsu engineer so
far, but they may have missed this (?).
They might find that everything is within spec, and you are seeing some sort
of grain aliasing also, though I would definitely want them to check the
collimation of the scanner lens.
These machines are designed to scan colour negatives as their primary input,
colour slides don't do so well, and black and white is there as a software
afterthought.
You might consider switching to a colour film and having them print it as
monochromatic, or go to a monochromatic film such as Portra B&W. One
advantage is that Digital Ice is available, and dust will be less of an
issue.
