I understand the skimmer part.
It's the - black - part I don't get (from this image), on my monitor they
appear - brown.

See that longer lower beak?
They fly very low to the surface, dip that lower beak in the water, and
skim up new fry or minnows or bugs or whatever else is their fancy!
