I wouldn't give much credence to government agencys following government regulations, here in Connecticut it's estimated that the biggest violator of environmental regulations is the department of transportation.

Hmm, we've had that happen here. In a national park, too... just not that many people.

The platform didn't meet building standards, even though it was constructed by a government department.
