Cheap seats isn't meant to imply they didn't cost alot, but that they are the cheapest seats offered in a given venue. We also called them nose-bleed seats cause they are so far up in the stratosphere.

In ice hockey the nose-bleed seats are front-row.

Carisbrook, one of our major stadiums, used to have a "Scotsman's grandstand". This was the stretch of road that goes behind the stadium on a neighbouring hill. People used to line up and watch the game for free, but the view was eventually blocked by a redevelopment.
