I believe that the speed rating is the maximum rate that the disc can be 
reliably written too. The writer can recognize the medias maximum write rate 
and also the writers maximum capability and will set the parameters in the 
authoring package to suite. I can consistently reliably write 8x and 16x media 
in my 2x and 8x writers.
