I hate to say it, but it really doesn't work for me.  I can't tell
what's happening.  I mean it looks like an old shop or factory, but
those new white-painted metal railings look completely out-of-place,
so I'm assuming it's not the shop that's been (or being) restored.

Then I see what appears to be the top of old railroad cars.  I can't
tell what's happening to them, or why they're there, so I assume
they're what's being restored, but I can't really tell for sure.  It
wasn't until I read your description that I found out that they're old
trams being repaired, but even knowing that, there's just not enough
here to make me appreciate the photo.
