I use a simple handheld mat cutter that cuts at a 45-degree angle. I mark out the rectangle on the back of the mat - the intersections show me where to start and end each cut. A steel ruler keeps it cutting in a straight line. I found out the hard way that you must always cut on the left with this tool :)

The biggest problem I have is when the blade sometimes doesn't go all the way through. This may be related to my cutting surface (an offcut of backing card which fills up with grooves pretty quickly) but I may also need to buy a new blade.

Given the constant frustrations I encounter when framing prints I'm probably not going to do it much more. Once I've used up my current stock of moulding I don't think I'll buy any more.
